The ILD, as mentioned in our previous post, is a non profit organization based in Lima, Peru. This organization is an example of an NGO that plays a major part in the economic and political sphere of Latin America. This think tank has emerged as an organization to spur development in the Latin American economy. Many different countries in Latin America run on a black market economy, and the ILD has designed programs and systems to help change this extralegal economy into a free market economy. Many legal systems such as the Peruvian Government exclude ordinary citizens from participating in a legal market. Because of backwards laws, fees, and processes, the Peruvian people are forced to set up makeshift shops and houses and fend for themselves. The ILD would be seen by the liberal theory of international relations as a positive player in the international scene. The theory of liberalism not only allows states to play a role in the international but also NGO’s, IGO’s and other actors. NGO’s are inextricably linked to liberalism because they place power in the individual and organization on a community level rather than a political level. For example, movements which often serve social purposes in a non traditional way coincide with ideas of individual liberty, and the ILD through implementation of economic reforms, experiments, and analysis, have come to uphold the idea of individual liberty as any liberalist would.

Very good post. Yes, liberals–especially Kantians–are concerned with individual liberty.
